If you want volume, you can tease it at the roots, then smooth over the top, or you can hold out the sections straight out from the head, spray the roots with a very strong hold spray gel, and aim the blowdryer on low while you still hold it out, til it dries repeat with all sections.

Maybe try just after you wash it leave it wet and don't brush it,put lots of mousse in it and use your fingers to go thru it to give it a little volume or get a curling wand and do the top of your head and straighten the underlayer.
