Well, to the looks of me, it looks like she has extensions in. If your willing to go that far, or your hair is already naturally thick and long......Get a thin spiral curling iron and a thick one, wrap your hair around it, in a spiral shape, like, begin to wrap from the bottom of the curling iron, and make it go spiral up the curling iron. When its on, hair spray it, wait a few seconds, and let it loose, it should stay in place, if not, hair spray it again. She only has her ends/or lower half of her hair spiral'd, so do this only to the bottom of your hair :)! Use both the big and small curling iron, because it appears both were used in her hair.

Beforehand, after you wash and blow dry your hair, let your hair settle before doing this, (if its frizzy and such) do not try to attempt to straighten your hair, and then use the curling iron on it, because that would make the curls not stay in place, or curl correctly.

Also, it takes practice to do this, so expierment beforehand, because if your planning on wearing this style to a party, or event, and you cant do it, then it'll be hard with all the hairspray to redo your hair.

EXTENSIONS, lol. but if you have long hair you'll need to either blow it out smooth with mousse, then go in with thermal setting spray and a really large curling iron (1 1/2") and curl away from your face and dont go all the way to your scalp or get a roller set with really large rollers, about the diameter of a red bull can or larger. then be sure to use lots of flexible hold hairspray so they dont fall, but no so much that they're stiff
