hot rollers are the easiest way.

if you want the curl tighter, then use some thermal spray while you are rolling it.

if you want it looser then take larger sections(not too large).

make sure that the rollers are completely cool before removing them.

if you are pretty skilled with a curling iron then you can achieve this with a large barrel like a 1 1/2 inch and clip the curls into place with bobby pins or roller clips until they cool.

How I do it usually is dry hair with a diffuser and then anything that didn't turn out sort of wavy do with about a one inch curling iron. Mind you, your hair must be quite long to accomplish this. Also with the picture of the brunette (not sure who it is) it is just plain curling the hair. This is very easy to accomplish and I do this most days when I actually do my hair. Just use a one inch curling iron again and you have to make sure the iron is vertical not horizontal (like when you curl hair under or do a flip). Hold it for a few seconds (depending on how hot the iron is) and spray with a spray gel or hair spray and continue until each is curled. Oh and the sections should be about one inch sections as well. After all is curled flip hair down towards the ground and do a head bang (think 80s rock) and walah. Also if you don't have enough body with this you can also blow dry with diffuser instead of a regular blow dryer and then continue with the curls. Hope I helped.

I use a flat iron to achieve the loose curls at the bottom of the strands. What you do is take a small strand of hair take the flat iron and warm up the strand a couple of times and when you are at the middle of the strand take the flat iron and turn it almost like you would a curling iron and slide it all the way down keeping the flat iron turned. It should create a loose curls. The higher you go up the strand the more curl u get the lower the looser. I recommend using Redkens Hot Sets Spray. It does a great job holding those thermal styles.
