That's more wave than curl. It looks like her waves were done with a hair dryer and a larger, round barrel brush and possibly a large barrel curling iron.

just use a strong hold hairspray that still lets your hair move and then get a 2.5 inch barrel curling iron and then curl it like in little pieces to give it more volume if you like

I want curls exactly like that.. and I asked almost the same question.. they said either hot rollers or to wet curl it with mousse.

I've tried but it just makes too tight of curls. And my hair curls by itself in really tight ones so I dont know.

Assuming you have straight hair...I would put some texturizing or light hold styling cream in it and then blow dry it with a round brush. Once it is dry you can either 1) set your hair on large Velcro or hot rollers or 2) use a large barrel curling iron (don't curl the hair close to your scalp, concentrate more on the middle/ ends). Once your curls are cooled or set, shake your hair out and lightly finder comb some of the curls. If you want more body at the crown tip your head upside down and massage your roots on circles with your fingertips. Add some hairspray and you are done!
